How we built this
How candidates are researched, what counts as evidence, and what has not been done yet.

Sources
- Roster
- The City’s certified candidate list is the only roster. Campaign identities are checked against it. Status changes are dated, and acclamations are shown.
- Promises and positions
- Campaign websites, candidate questionnaires or attributable public statements, labelled as the candidate’s own claims. A platform is never inferred from party ties, demographics, previous employers or a single news article.
- History and votes
- Approved City, Region or school-board minutes, reports and decisions. Where individual roll calls are missing, the guide says so rather than showing a full voting history.
- Press
- Publisher, date, headline, link and a short summary, never full articles. News, opinion, allegations and final findings are kept apart. There is no mention count or score. No by-name press search has been done for any candidate yet, so no news items appear on any page. Every profile says: Press search: not done yet.
Equal treatment
We check the same sources for every candidate. If we found nothing, the card says what we checked. Every certified candidate is listed, even where a profile is thin. Every race lists the current office holder first, then everyone else by surname, on identical cards.
An office holder’s band counts their terms in a row on the same council or board, the current one included. An earlier spell after a break is listed on their profile, not counted. The City’s published results go back to 2014, so where someone’s run reaches 2014 the band says “at least”: they may have served longer.
Platform items are filed under the same issue list for every candidate:

- Policing, crime prevention and neighbourhood safety.

- Traffic, road safety, traffic calming and road capacity.

- Parks, green space, trees, natural areas, wildlife and the environment.
- Seniors
- Services and programs for older residents.
- Youth and families
- Services and opportunities for children, youth and families.
- Local business
- Support for local businesses and the local economy.
- Transit
- Public transit service and access.
- City services
- Garbage and recycling, snow clearing, water, recreation and other day-to-day City services.
- Governance and accountability
- Transparency, accountability and how City Hall makes decisions.
- Other
- Items that do not fit the listed issues.
Recorded votes
A vote record shows the meeting body and date, the item number, the motion and its relationship to other motions, each named member’s vote if recorded, the source and its location, the outcome, and whether the minutes are approved or draft. “Carried” alone is not a named yes vote, and moving or seconding a motion is not proof of a member’s final vote. A vote reported only by a secondary source is shown as unconfirmed, with no member’s vote, until the official minutes are found.

This review
All 43 certified candidates. We read every campaign site we could reach and copied what each candidate says in their own words. We took earlier roles and past runs from the City's election results for 2014 to 2024, and wrote a plain description of each of the 22 recorded votes and the 1 reported vote.
What we checked
Each candidate's campaign site: the home page and the pages it links to, up to two links deep.
From each site we used pages about the candidate, their platform, priorities and record, and news posts from 2026. We did not use contact pages, forms, photo galleries, endorsements, translations or older posts.
The City's past election results for 2014, 2018 and 2022, the 2020 and 2024 by-elections, and the certified 2018 results.
The City's Mayor and Council page and each councillor's profile page.
The City's meeting calendar from July to October 2026, for the minutes of the 15 July 2026 Council meeting.
The election pages of the York Region District School Board, the York Catholic District School Board and Conseil scolaire catholique MonAvenir.
A YorkRegion.com report on a 2025 Integrity Commissioner finding.
What we have not done yet
We have not yet read Godwin Chan's or Simon Cui's campaign sites. Neither could be read automatically, so a person needs to read them.
The 15 July 2026 Council minutes are not yet read, so one vote is unconfirmed.
The City's results online start in 2014, so earlier terms for Chan and Liu before 2014 are not shown.
No news search has been done for any candidate, so no news items are shown.
The issue each statement is filed under has not yet been checked by a person.
We copied up to 15 statements per candidate. Some sites say more.
Committee memberships, Integrity Commissioner reports and the rest of this term's minutes are not reviewed yet.
Some past roles and runs in the City's results match a candidate's name but are not yet confirmed as the same person (Carol Chan, Cindy Liang, and one 2020 run for Joseph Dimeo). They are not shown.
School board records (trustee votes and motions) are not reviewed yet.
Editorial process
We copy what a candidate wrote, check that the link and the candidate match, and a person reviews it before it goes live. Nothing goes live automatically. Every change is logged on the Corrections page.
